How to Study and Work in Canada from Sri Lanka: 2026 Guide

Canada remains a top choice for Sri Lankan students who want a globally recognised degree, real work experience during their course, and a clear route to permanent residency after graduation. The rules changed a lot between 2024 and 2026, so old advice can now cost you a refusal.

• Get an offer (Letter of Acceptance) from a Designated Learning Institution (DLI), then apply for a study permit. A study permit is not a visa. You also get an eTA or a temporary resident visa once it is approved.
• Show at least CAD 23,448 for living costs for one applicant (from 1 September 2026), plus your first year tuition and travel money. This is separate from tuition.
• The Student Direct Stream (SDS) closed on 8 November 2024. Every Sri Lankan student now applies through the regular study permit stream. A GIC is optional but still accepted as proof of funds.
• You can work up to 24 hours a week off campus while classes run, and full time during scheduled breaks. On campus work has no hour limit.
• Choose a Post Graduation Work Permit (PGWP) eligible program so you can work full time after you graduate, then move toward PR through Express Entry or a Provincial Nominee Program.
• Government fees: study permit CAD 150 plus biometrics CAD 85. Biometrics are given at VFS Global Colombo. Processing is often around six weeks but it varies.

How to Study and Work in Canada from Sri Lanka Step by Step

The path looks long, but it breaks into six clear stages. Miss the order and you lose time, so plan backward from your intake date.

1. Pick a program and a DLI. You can only study on a permit at a Designated Learning Institution. Choose a program that is also PGWP eligible if you want to work in Canada after you finish.
2. Get your Letter of Acceptance. Apply to the institution, meet the academic and English requirements, and pay the deposit to receive the offer.
3. Collect your Provincial Attestation Letter (PAL or TAL) if your program needs one. The institution issues it. Master's and doctoral students at public DLIs are exempt in 2026.
4. Arrange proof of funds. Show living costs, first year tuition, and travel money. A GIC, six months of clean bank statements, or an education loan can all form part of this.
5. Submit the study permit application online through your IRCC secure account, pay the fees, then give biometrics at VFS Global in Colombo. Add a medical exam if you are asked for one.
6. Travel and activate your work rights. After you arrive and classes begin, apply for a Social Insurance Number (SIN) so you can start working within the legal limits.

Study Permit Requirements for Sri Lankan Students in 2026

Every study permit file is judged on the same core requirements. A strong file answers all of them without gaps.

• Letter of Acceptance from a DLI.
• Provincial or Territorial Attestation Letter for most applicants. Master's and PhD students at public DLIs do not need one in 2026.

How Much Money Do You Need to Study in Canada from Sri Lanka?

This is where most refusals happen. From 1 September 2026, a single applicant heading anywhere outside Quebec must show CAD 23,448 for first year living costs. This figure went up from CAD 22,895 and is tied to 75 percent of Statistics Canada's Low Income Cut Off, so it rises every September.

Important point that trips people up: that amount is for living costs only. You must show three separate pots of money.

Is a GIC mandatory for a Canada student visa from Sri Lanka?

No. A Guaranteed Investment Certificate was tied to the old Student Direct Stream, which closed on 8 November 2024. Under the regular stream a GIC is still an accepted and clean way to show funds, but it is optional. You can instead use six months of consistent bank statements, an approved education loan, or a sponsor's documented income. Whatever you use, the money must be genuine, available, and explainable. Officers refuse funds that appear suddenly with no source.

Can You Work While Studying in Canada as an International Student?

Yes. A valid study permit lets you work without a separate work permit, as long as you follow the conditions. Here is what a Sri Lankan student can legally do in 2026.

• Off campus: up to 24 hours a week while your classes are in session. This is the total across all jobs, not per job.
• During scheduled breaks: full time, such as summer, winter, and reading week. There is a 180 day per year limit on full time break work.
• On campus: no hour limit, provided you stay a full time student.
• After you finish: once you get written confirmation that you completed the program, you can work full time until your permit expires or for 90 days, whichever comes first.

To work off campus you must be enrolled full time at a DLI, be in a program of at least six months that leads to a degree, diploma, or certificate, have started your classes, and hold a SIN. Your permit must also say you may work. You cannot work before your program begins.

Co op and internship placements

From 1 April 2026 you no longer need a separate co op work permit for a required placement, as long as the placement is a formal part of your program and is 50 percent or less of the total program length. Your study permit covers it. There is no extra fee.

Is Working 24 Hours a Week Enough to Cover Living Costs in Canada?

This is the honest question students ask us most, so we will answer it honestly. On its own, no. Provincial minimum wages in 2026 sit between roughly CAD 15 and CAD 18 an hour. At 24 hours a week that is about CAD 360 to CAD 430 before tax. Rent in Toronto or Vancouver alone can eat most of that. Part time work helps with groceries, transport, and phone bills. It does not pay your tuition or your full rent.

That is exactly why the funds requirement doubled after 2024. The government wants students to arrive already funded rather than arrive and scramble for shifts. Students who plan around 24 hours of pay to survive tend to fall behind in class, which then risks their status and their post study permit.

Can Sri Lankan students find part time jobs easily?

It depends on the city and the season. Retail, food service, warehousing, campus roles, and customer service are the common first jobs. In smaller cities and in Atlantic Canada the competition is lower and living costs are kinder, so many students there settle in faster than students in the largest metros. Build a Canadian style CV, start applying in your first weeks, and use on campus roles as an easier entry point.

Which Study Programs Keep You Eligible to Work After Graduation?

The Post Graduation Work Permit (PGWP) is the bridge from student to skilled worker to permanent resident. Choosing the wrong program can quietly remove that bridge, so check eligibility before you accept an offer.

For a PGWP in 2026 your program must be at a PGWP eligible DLI, full time, mostly in person, and at least eight months long. Two extra rules now apply to most applicants.

Language requirement

• University degree graduates (bachelor's, master's, doctoral) need CLB 7, which is around IELTS General Training 6.0 in each band.
• College diploma and certificate graduates need CLB 5, around IELTS General Training 5.0 in each band.
• Use the General Training test, not Academic, and take it so the result is still valid when you apply. Test results are generally valid for two years.

Field of study requirement

If you applied for your study permit on or after 1 November 2024 and you are in a non degree program such as a college diploma, your program must be in an eligible field linked to labour shortages. Those fields include healthcare, science and technology, engineering and mathematics, agriculture, skilled trades, transport, and natural resources. The eligible list is frozen for 2026. Bachelor's, master's, and doctoral degree graduates are exempt from the field rule.

How long is the PGWP?

Can You Stay and Get PR in Canada After You Study and Work?

Yes, and this is the real prize for most Sri Lankan students. The usual sequence is study, then PGWP, then skilled Canadian work experience, then permanent residency.

• Canadian Experience Class under Express Entry usually needs 12 months of skilled Canadian work experience, which your PGWP job builds.

The spousal open work permit rules tightened on 21 January 2025. Your spouse or common law partner can get an open work permit only if you are enrolled in one of these.

• A master's program of at least 16 months.
• A doctoral (PhD) program of any length.
• A listed professional program such as law, medicine, engineering, nursing, pharmacy, or education.

Spouses of students in most bachelor's degrees and college diplomas no longer qualify. A further update from 4 March 2026 refuses spouses of students who are in their final academic term, even on renewals. Dependent children can usually accompany you, though new open work permits for family members have also been narrowed. Why Study Permit Applications from Sri Lanka Get Refused

Refusal rates have been high across 2025 and 2026. Almost every refusal we see traces back to one of these.

• Weak or unexplained funds. Money that appears late, or with no source, or that barely meets the minimum.
• A thin study plan. No clear link between the program, your background, and your future. Officers read this as a work plan in disguise.
• Weak ties to Sri Lanka. Nothing that shows why you would return if you had to.
• Inconsistencies. Dates, names, or figures that do not match across documents.
• Not declaring past refusals. Any previous visa refusal from any country must be disclosed.
• A poor program or DLI choice. A program that does not fit your history or that is not PGWP eligible when your plan depends on it.

A refusal is not always the end. You can often fix the file and reapply, or request the officer notes to understand the reason. The safer route is to get the file right the first time.
