Australia PR for Civil Engineers from Sri Lanka (2026 Guide)

You are a civil engineer in Sri Lanka and you want to move to Australia for good. You have probably read ten different answers about points, CDR reports and agents, and you still don't know where you stand. This guide gives you the full picture in plain language: which visa to aim for, how the Engineers Australia skills assessment works for Sri Lankan degrees, how many points you need, what it costs and how long it takes.

  • Yes, civil engineers can get PR in Australia. Civil Engineer (ANZSCO 233211) is eligible for the 189, 190, 491 and 186 visas.

Engineers Australia skills assessment for civil engineers from Sri Lanka

Before anything else, Engineers Australia must confirm that your degree and skills match the Australian standard for a professional engineer. This is called the Migration Skills Assessment. Without a positive result, you cannot submit an Expression of Interest.

There are two ways in, and which one you use depends on your degree.

Pathway 1: Washington Accord (no CDR)

The Institution of Engineers, Sri Lanka (IESL) joined the Washington Accord in June 2014. If your four-year engineering degree was accredited by IESL and you graduated in or after the year your programme was accredited, Engineers Australia can assess you through the Accord pathway. This is cheaper and faster, and you do not write a CDR.

Pathway 2: Competency Demonstration Report (CDR)

You use the CDR pathway if your degree is not Accord-accredited. This includes many engineers who graduated before 2014, and graduates of programmes that IESL has not accredited.

How to check: accreditation is given to a specific programme at a specific university from a specific year. Whether you studied at Moratuwa, Peradeniya, Ruhuna, SLIIT or elsewhere, look up your exact degree and graduation year on the IESL accredited programmes list before you choose a pathway. Do you need work experience for the assessment?

No. This is a common question on migration forums. Engineers Australia can assess your qualification with no work experience at all. Experience matters later, for points. You can pay extra for a "relevant skilled employment" assessment, which gives you a letter confirming your years of experience. It is optional, but it makes your points claim much safer.

What if you have a diploma or a technology degree?

Holders of an NDT, HND or a three-year technology degree are usually assessed as an Engineering Technologist or Engineering Associate, not as a Civil Engineer. These are different occupations with different visa options, so get this checked before you apply.

Do you need a CDR? What a Competency Demonstration Report includes

If you are on the CDR pathway, you write a report that proves your engineering skills through your own work. It has four parts:

  1. Three career episodes. Each one is an essay of about 1,000 to 2,500 words on a real project you worked on, written in the first person.
  2. A summary statement. A table that links paragraphs in your career episodes to each competency Engineers Australia tests.
  3. A CPD list. Training, courses and seminars you have completed since graduating.
  4. Your CV.

Write about what you did, not what the team did. Use real calculations, designs and site decisions. A road drainage design, a bridge inspection, or a building project where you solved a structural problem all make strong episodes.

Never copy a CDR sample. Engineers Australia checks every report for plagiarism. If it finds copied text, it can refuse your application and ban you from applying again for a year or more.

How many points do civil engineers need for Australia PR?

The minimum to submit an Expression of Interest is 65 points. The number you need to be invited is higher and changes every round.

  • 189 visa: migration agents reported civil engineers being invited at about 85 to 90 points in the 2025-26 rounds.
  • 190 visa: state nominations for civil engineers were reported from about 75 to 90 points, including the 5 nomination points.
  • 491 visa: often possible on lower points, because nomination adds 15.

This engineer is short for the 189, but competitive for a 190 or 491. Raising English to IELTS 8 in each band would add 10 more points and bring the 189 within reach.

How to increase your Australia PR points

  • Improve your English score. It is the fastest way to add 10 or 20 points.
  • Pass the NAATI CCL test in Sinhala or Tamil for 5 points.
  • If you are married, have your partner take an English test (5 points) or a skills assessment (10 points).
  • Apply for state nomination for 5 or 15 points.
  • Reach the next experience band: 3, 5 or 8 years.

The Australian Government has confirmed it will reform the points test. The points above are the rules in force in October 2026.

Can you get an invitation while living in Sri Lanka?

yes, but it is harder than applying from inside Australia. As onshore applicant gets priority and approximately 70% of permanent visas are expected to be granted to people already in Australia on temporary visas.

  • The 189 visa has no rule about where you live. Offshore engineers with high points are invited.
  • The 190 and 491 visas depend on each state. Some states favour people already living and working there. Others have streams for offshore applicants in occupations they need. Applicant reports from late 2025 include offshore civil engineers nominated by states such as Queensland and the ACT.

State rules change during the year, so a state that is closed to offshore civil engineers today may open next quarter. The practical approach is to submit Expressions of Interest for the 189 and for every state where you meet the criteria.

Engineers Australia fees are shown without GST, which is what applicants living outside Australia normally pay. Visa charges apply to applications lodged from 1 July 2026.

You should also budget for your English test, health examinations, police certificates, certified translations and any state nomination fee. If you use a consultant, ask for a written quote first.

So a single civil engineer on the Accord pathway pays about AUD 6,640 in assessment and visa fees. A couple with one child on the CDR pathway pays about AUD 11,685.

Your reference letters should be on company letterhead and signed. Each one should show your job title, dates, hours per week, salary and at least five main duties. Letters that list only a title are the most common reason experience is not counted.

How to apply for Australia PR as a civil engineer: steps and timeline

  1. Check your eligibility and points. Confirm your occupation code and which pathway your degree fits.
  2. Take your English test. You need it for the skills assessment anyway.
  3. Apply to Engineers Australia. Processing is commonly reported at about 8 to 16 weeks. A fast-track option is available for an extra fee.
  4. Submit your Expression of Interest in SkillSelect for the 189, and for the 190 and 491 in the states that suit you.
  5. Apply for state nomination if a state invites you to.
  6. Receive your invitation and lodge the visa within 60 days.
  7. Complete health and police checks and wait for the decision.

From start to finish, many applicants take one to two years. The wait for an invitation is the part nobody can predict.

A visa is only half the plan. Many migrants say the hardest part was the first job, because Australian employers like local experience. It is better to know this before you fly.

Indeed reported an average civil engineer salary of about AUD 100,000 a year in mid-2026, with senior civil engineers at about AUD 145,000. Pay is higher in some cities and on remote project sites.

How to get your first job

  • Learn the software Australian firms use, such as Civil 3D and 12d Model.
  • Read the Australian Standards and Austroads guides for your field.
  • Be open to a role one level below your Sri Lankan position for the first year.
  • Look beyond Sydney and Melbourne. Regional councils and contractors hire more readily.
  • Rewrite your CV in the Australian style: two to three pages, focused on projects and results.

Do you need a licence to work as a civil engineer in Australia?

Your migration skills assessment is not a licence. Some states, including Queensland and Victoria, require engineers to be registered before they can work without supervision. You can do everything yourself. The forms are online and no rule says you must use an agent. People who succeed alone usually have a simple case: an Accord-accredited degree, clear employment records and high points.

Mistakes civil engineers should avoid

  • Writing a CDR when you did not need one, or skipping it when you did. Check your degree's accreditation first.
  • Copying career episodes. It leads to a ban.
  • Choosing the wrong occupation. A site-based construction manager and a design civil engineer are not assessed the same way.
  • Claiming experience you cannot prove. Every year you claim needs payslips or EPF records behind it.
  • Waiting only for the 189. Apply for state nomination at the same time.
  • Stopping at IELTS 6. It gets you through the assessment but gives you zero points.
  • Ignoring your age. Points drop at 33 and again at 40.
