Which Is the Cheapest Country to Study in Europe for International Students?

Germany is usually the cheapest country to study in Europe, because most public universities do not charge tuition fees to international students. You pay a semester fee and your own living costs.

You still need money to get the visa. The German Embassy in Colombo asks for a blocked account with at least €11,904 for one year, which is €992 per month. Read the full list in our Study in Germany guide.

France used to be very cheap, but this changed in 2026. Almost all new non-EU students now pay €2,895 a year for a Bachelor's and €3,941 a year for a Master's at public universities. Private schools charge more, often €6,000 to €18,000 a year.

Can You Get a Free Master's Study in Europe?

Yes, a tuition-free Master's is possible at most public universities in Germany. "Free" only means no tuition. You must still show living funds and pay for housing, food, health insurance and travel.

In other countries, a scholarship is the main way to lower the cost. See our page on study abroad scholarships for options.

How Much Bank Balance Do You Need to Study in Europe?

Every country sets its own amount, and you must show it before you get the visa or residence permit.

  • Germany: €11,904 per year in a blocked account
  • Ireland: €10,000 per year
  • Finland: €800 per month, in your bank account when you apply
  • Sweden: SEK 10,656 per month for the whole permit period
  • Italy: about €6,000 per year; the exact figure is updated every year

Tuition fees are extra. In Finland, you cannot use future part-time income to meet this rule for your first permit.

Work and Study in Europe: How Many Hours Can Students Work?

All seven countries allow part-time work, but the limits are very different.

  • Finland: 30 hours per week on average across the year
  • Germany: 140 full days or 280 half days per year
  • France: 964 hours per year, about 20 hours per week
  • Ireland and Italy: 20 hours per week during term
  • Netherlands: 16 hours per week, and your employer needs a work permit for you
  • Sweden: 15 hours per week during term, for permits granted from 11 June 2026

Working more than the limit can cost you your permit. In Sweden, the Migration Agency says it can withdraw or refuse to extend a permit if you work too many hours.

Can Part-Time Work Cover Your Living Costs in Europe?

Do not plan on it. A part-time job can help with daily expenses, but it rarely covers rent, food and tuition together. Governments ask for proof of funds for this reason.

Finding a job is also not guaranteed. Finnish universities warn students that work can be hard to find even though the permit allows 30 hours a week. Plan your budget as if you will earn nothing in the first few months.

Can You Get a Job in Europe After Studying Without Speaking the Local Language?

It is possible, but harder. Many students study in English and then find that most local employers want German, French, Dutch, Italian, Swedish or Finnish.

English-only jobs are more common in international companies, IT and research. If your goal is to work after your degree, start learning the local language from your first semester. In Ireland this problem does not exist, because English is the working language.

Is It Hard to Find Student Housing in Europe?

In some countries, yes. The official EU study portal warns that the Netherlands has a severe housing shortage. Rents in big cities such as Dublin, Paris, Munich and Amsterdam are also high.

Apply for student housing as soon as you get your offer letter. Smaller university cities are usually cheaper and easier.

Which Is the Best Country to Get PR After Study in Europe?

No country gives permanent residence (PR) straight after a degree. The usual path is study, then a job search permit, then a work permit, then PR after several years of legal work and residence.

What you can compare is the time each country gives you to find that first job:

  • Ireland: up to 24 months after a Master's or PhD
  • Germany: up to 18 months
  • Netherlands: 1 year, with free access to the job market
  • France: 12 months after a Master's-level degree

Graduates in Germany can also look at the Germany Opportunity Card route.

Can You Study in Europe Without IELTS?

Sometimes. There is no single European rule. Each university decides which English proof it accepts, and some accept other tests or a letter showing you studied in English.

Many universities still ask for IELTS, TOEFL or PTE, so a test score gives you more choices. You can prepare with our IELTS training.

Which Country Is Best for Masters Study in Europe?

For a Master's, compare three things: tuition, course length and stay-back time.

Can You Study in Europe With Family?

Some countries allow it, but you need more money. In Sweden, you must show an extra SEK 4,440 per month for a spouse and SEK 2,664 per month for each child. In Finland, your spouse and children can apply for a residence permit based on family ties.

Family rules differ in every country, so check them before you choose.

How Do Sri Lankan Students Choose the Right Country?

Answer these five questions in order:

  • Budget: How much can your family pay for tuition and show as living funds?
  • Language: Do you want an English-speaking country, or will you learn a new language?
  • Course: Which countries offer your subject in English?
  • Work plan: How long do you need to find a job after your degree?
